July Charter will be implemented as signed, minister says

The July Charter will be implemented exactly as it was signed, the home minister, Salahuddin Ahmed, has said. “A bill to amend the constitution will be brought as quickly as possible,” he said. “The July Charter will be implemented through the eighteenth amendment to the constitution.”

The home minister made the remarks while speaking to reporters at the parliament secretariat on Sunday.

He said: “There were some matters in the manifesto beyond the July Charter, and those will be taken on board as well. There is no scope for amending the constitution one-sidedly. Seventeen political parties took part in today’s discussion.”

Saying that steps were being taken to change the timing of budget allocations, the home minister said: “A proposal will be made to change the timing of the financial year so that development projects can be carried out properly. The proposal will be to make the financial year run from April 1 to March 30.”

He said: “The political parties had agreed to implement the July Charter subject to amendment of the constitution. That is, the matters that appear in the constitution will be amended.”

Claiming that some political parties were trying to create confusion, the home minister said: “There is no basis for saying that the BNP does not want to implement the July Charter because of its majority. Those who have still not signed the July Charter can also take part if they want to be in the discussion. The plan is to finish the discussions by December. A report will be prepared after that.”
