Teacher recruitment to go to managing committees; ministry decision ‘final’

The Education Ministry has taken a “final” decision to hand the power to recruit teachers at private educational institutions to their managing committees or governing bodies. As a result, the Non-Government Teachers’ Registration and Certification Authority (NTRCA) will no longer be able to recommend teacher appointments. Several news outlets reported this on Monday.

According to the reports, the decision was taken at a meeting on the NTRCA’s overall activities held on 3 August in the conference room of the Secondary and Higher Education Division of the Education Ministry at the Secretariat. Education Minister Dr A N M Ehsanul Haque Milon, Secondary and Higher Education Division Secretary Abdul Khalek, NTRCA Chairman (additional charge) Alif Rudaba and other officials were present.

Minutes of the meeting show the NTRCA chairman said that, under the Non-Government Teachers’ Registration and Certification Rules, 2006 — framed under the Non-Government Teachers’ Registration and Certification Authority Act, 2005 — there is a directive to hold an examination at least once each calendar year to assess candidates’ qualifications for registration and certification and to issue certificates. The NTRCA last issued a recruitment exam notice in 2023; accordingly, the notice for the 19th NTRCA teacher (entry-level) registration exam will be published.

Dr Milon told the meeting that from 2005 until before 2015 the NTRCA carried out only registration and certification. After it began recommending appointments beyond its capacity from 2015, various complications, lawsuits and deadlocks arose. He said the current elected democratic government is working to build a healthy, effective education system, and that the impasse could be resolved by having the NTRCA carry out only registration and certification as before, with certified teachers selected through each institution’s managing committee or governing body. All present agreed.

The minutes recorded that, under the 2005 Act, the NTRCA will henceforth carry out only registration and certification and will no longer recommend appointments under the 2015 circular. It was also decided that the 9,842 candidates who passed the 18th teacher registration exam will be appointed at institutions of their choice through managing committees or governing bodies, with necessary circulars amended or issued accordingly. Citing several ministry officials, media reports say teacher recruitment will be done through managing committees from the 19th teacher registration onwards, and the necessary law will be amended.

The NTRCA was established in 2005. For its first decade it only conducted teacher registration exams and issued certificates. On 30 December 2015 it began directly recommending registered teachers for appointment, ensuring recruitment without bribes and benefiting many. To date it has recommended 177,571 teachers for appointment.
