The government has formed four tiers of committees, at the national, divisional, district and upazila or thana levels, to manage the posting of newly appointed assistant teachers and the transfer of serving teachers in government primary schools, and to settle their applications. The committees will be chaired, respectively, by the secretary of the Ministry of Primary and Mass Education, the relevant divisional commissioner, the deputy commissioner (DC) and the upazila nirbahi officer (UNO).
The gazette notification, signed by the ministry’s deputy secretary (School-2), Rajib Kumar, was issued on Sunday and made public on Monday.
According to the Directorate of Primary Education (DPE), there are currently 65,569 government primary schools across the country, with 13,484,617 students and 359,095 teachers.
The ministry’s additional secretary (School), Md Lal Hossen, told the newspaper Ajker Patrika that the notification forming the transfer-and-posting committees had been issued subject to the approval of higher authorities.
Under the notification, the national committee that will scrutinise and settle teacher-transfer applications will be chaired by the ministry secretary, with the DPE director general as a member and the ministry’s additional secretary (School) as member-secretary. The committee will meet at least once a month to settle applications and send a detailed report for the minister’s approval.
For inter-divisional transfers, a divisional committee has been formed under the relevant divisional commissioner. The five-member body will include the divisional deputy director (secondary and higher education) and two dignitaries nominated by the chair, with the divisional deputy director (primary education) as member-secretary. Within a division but outside city corporation areas, assistant teachers’ transfer applications will be settled on the divisional committee’s approval, with the divisional deputy director (primary education) issuing the transfer orders.
At the district level, a committee chaired by the DC will handle postings and transfer applications, with the district education officer and two dignitaries as members and the district primary education officer as member-secretary. The committee will also be responsible for posting newly appointed assistant teachers to upazila-level schools by lottery. Within a district, assistant teachers’ transfers will be settled on the district committee’s approval, with the district primary education officer issuing the orders.
At the upazila or thana level, a committee chaired by the UNO will settle transfer applications, with the upazila secondary education officer and two dignitaries as members and the upazila or thana primary education officer as member-secretary. Within an upazila or thana, assistant teachers’ transfers will be settled on the committee’s approval, with the upazila or thana primary education officer issuing the orders.
The notification also said that schools where teachers had earlier received transfer orders ‘subject to replacement’ must be given priority in teacher posting.
