The government is set to decide on some relief for ordinary people amid prolonged inflationary pressure. A decision has been finalised to raise the tax-free income threshold for individual taxpayers from Tk 3,75,000 to Tk 4,00,000. As a result, those with annual salaried income below Tk 6 lakh — including the one-third salary tax exemption — will not have to pay income tax.
The requirement to submit a Taxpayer Identification Number (TIN) to open a bank account is also being reconsidered for withdrawal. The government is set to make these amendments to the proposed budget in the face of objections from various stakeholders and businesspeople at the last stage before the passage of the Finance Bill 2026.
A new provision requiring the actual value of land and flats to be shown by paying regular tax is also being scrapped. In addition, considering the interests of stock-market investors, the 20 percent tax rate on dividend income is being retained as before.
The government is also stepping back, for now, from a plan to impose a single VAT rate at the retail level. The finance ministry source said some other changes were also coming to the budget, to be made through the passage of the Finance Bill.
Multiple responsible sources said the finance ministry and the National Board of Revenue (NBR) were making these amendments at the last moment, before the Finance Bill 2026 is passed in the National Parliament on Tuesday.
In the 2025-26 budget, the interim government had raised the tax-free income threshold from Tk 3.5 lakh to Tk 3,75,000. This time, to give lower- and middle-income people some relief from inflationary pressure, Prime Minister Tarique Rahman has decided to raise the threshold by a further Tk 25,000 to Tk 4 lakh — meaning the tax-free limit has risen by a total of Tk 50,000 in one year.
