Education-cadre officer accused of assaulting NAEM director general

An allegation has emerged that the director general (DG) of the National Academy for Educational Management (NAEM) — considered a revered institution for teachers of the BCS general education cadre — Professor Dr Wasim Md Mezbahul Haque, was assaulted.

The academy’s director (administration and finance), Md Shahjahan, is accused of openly hurling abuse at the DG, insulting him and attempting to physically assault him. Both began their careers as lecturers in government colleges through the competitive BCS examination and are now professors. There have earlier been several scuffles between deputy directors and assistant directors, who are also education-cadre officers.

The unprecedented incident occurred on 4 August at a formal programme at NAEM, in front of other senior officials and delegates, according to eyewitnesses and sources.

Charging at and trying to assault the DG

According to eyewitnesses and sources, at the start of the “focus group discussion” (FGD) session of an induction training programme at NAEM on 4 August, director Md Shahjahan suddenly grew enraged and began using abusive language towards NAEM DG Professor Dr Wasim Md Mezbahul Haque. At the time, DSHE planning division director Professor Dr Mir Zahida Naznin and all of NAEM’s directors and senior officials involved in the programme were present.

Mir Zahida told journalists that, seeing the situation getting out of hand and to protect his own dignity, when the DG rose to go to his own room, the accused director became aggressive. She said director Shahjahan chased the DG to his room intending to assault him physically, and that despite all efforts, other officials failed to restrain him. After the incident, the NAEM DG immediately lodged a written and verbal complaint with the secretary of the Secondary and Higher Education Division seeking justice.

It is alleged that the accused director had been able to transfer to NAEM from the education directorate through regional favouritism, and that he was posted to NAEM at the choice of an influential bureaucrat. He is alleged to have been making improper interference in various projects and administrative work at the institution.

Unrealistic estimate for risky-building repair: He is alleged to have proposed a repair budget of about 77 lakh taka in the name of building a dormitory for trainees by renovating NAEM’s dilapidated, abandoned administrative and science buildings, built in the Pakistan era. When NAEM authorities cancelled the proposal as risky and excessively costly, the director became severely angry with the DG, it is alleged.

Interference in training budget and research bills: He is alleged to have tried to divert money by using his influence over the roughly 235 crore taka DDO-ship of the ongoing induction training programme at NAEM, and to be manoeuvring to extract a fixed percentage by holding up about 18 lakh taka in dues owed to researchers on various research projects. When the NAEM DG blocked these irregularities, efforts were made to corner him in various ways, it is alleged.

There is also a record of an attempt, on 23 December 2025, to attack DSHE administration division assistant director Khalid Hossain with a knife with intent to kill, over a trivial matter.

Angry officials and staff of NAEM and DSHE have demanded a swift investigation and exemplary administrative action over such repeated aggressive behaviour, the humiliation of senior officials and financial irregularities by an officer at the heart of education administration.

Asked about the allegations, Shahjahan declined to speak to journalists.
