The government and Bangladesh Bank are providing stimulus packages and policy support for agriculture, CMSMEs and other sectors, including for reopening closed export-oriented factories. From now on, anyone seeking an announced stimulus package or any other policy support must withdraw all cases filed against the government, Bangladesh Bank or the bank concerned, including writ petitions. The applicant must also declare by affidavit that no case of theirs against these institutions is outstanding.
A circular on the matter was issued by Bangladesh Bank on Wednesday.
The circular said Bangladesh Bank has been providing various forms of policy support and stimulus in order to create employment, achieve sustainable economic growth and build a private-investment-led economy by increasing the flow of credit to productive sectors. Under it, support is being given for reopening closed export-oriented industrial units and to borrowers in various sectors including agriculture and CMSMEs.
The central bank said it appears that some customers are accepting this stimulus and policy support on the one hand while continuing various cases, including writ petitions, against the government, Bangladesh Bank and the bank concerned on the other. Such a situation is creating a backlog of cases in the banking sector.
Against that background, Bangladesh Bank has directed that before any stimulus package or policy support announced by the government or the central bank is granted, it must be confirmed whether the applicant has withdrawn all cases against the government, Bangladesh Bank and the bank concerned. A list of the withdrawn cases must be attached to the application. The applicant must at the same time declare by affidavit that no case of theirs against the government, Bangladesh Bank and the bank concerned is unresolved.
