Certificates from six qawmi madrasa education boards have been recognized as qualifying credentials for two teaching positions at government and private madrasas, Prime Minister Tareque Rahman said. The move creates an opportunity for certificate holders from these boards to be appointed as assistant moulvi (qari) and ebtedayi qari.
The prime minister gave the information Wednesday while answering a question from Cumilla-6 MP Md Monirul Haque Chowdhury during the question-and-answer session on the third day of the third session of the 13th Jatiya Sangsad. The session began at 3:30 p.m., with Speaker Hafiz Uddin Ahmed Bir Bikram presiding at the start.
In his written reply, the prime minister said that in 2006, the government decided through a gazette notification to form a permanent institution called the Qawmi Madrasa Education Board Bangladesh to coordinate and develop the country’s qawmi madrasas and to conduct public examinations.
Subsequently, the “Recognition of Dawra-e-Hadith (Takmil) Certificates of Qawmi Madrasas as Equivalent to a Master’s Degree (Islamic Studies and Arabic) Act, 2018” was enacted under Al-Haiatul Ulya Lil-Jamiatil Qawmia Bangladesh. Under that law, a decision was made to form six qawmi madrasa education boards.
The boards are: Befaqul Madarisil Arabia Bangladesh, Befaqul Madarisil Qawmia Gawharadanga Bangladesh, Anjuman-e-Ittehadul Madaris Bangladesh, Azad Deeni Edarah-e-Talim Bangladesh, Tanzimul Madarisid Deenia Bangladesh, and Jatiya Deeni Madrasa Education Board Bangladesh.
The prime minister said the “Non-Government Educational Institution (Madrasa) Staffing Structure and MPO Policy, 2026” was amended on June 23. Under the amendment, certificates from those six qawmi madrasa education boards were recognized as a qualifying credential for the assistant moulvi (qari) and ebtedayi qari positions.
As a result, candidates holding a Dawra-e-Hadith (Takmil) degree from a qawmi madrasa, along with a certificate in Ilm-e-Qiraat or Hifzul Quran, are now eligible for appointment to those two positions.
