DHAKA — Chief Adviser Professor Dr. Muhammad Yunus, members of the National Consensus Commission and leaders of political parties signed the long-awaited July National Charter on Friday afternoon.
The signing ceremony took place Friday afternoon. The text of the pledge in the July Charter is presented below for readers:
July National Charter 2025 Implementation Pledge
Honoring the will of the people expressed in the July 2024 mass uprising — grounded in democratic values and national consensus — we, the undersigned, pledge and declare:
1. We will ensure the full implementation of the July National Charter 2025 as a document of new political agreement, arrived at through a continuous process and on the basis of consensus, born of the long struggle to restore the rights of the people and re-establish democracy, the July-August 2024 mass uprising in which thousands gave their lives and blood, and the unbounded sacrifices and forbearance of countless people, and the opportunity earned through that, and a reflection of public aspiration that emerged spontaneously.
2. Since the people are the owners of this state and their will is the supreme law, and since in a democratic system public will is generally expressed through political parties, we — the political parties and alliances — have collectively adopted the July National Charter 2025, in the tradition of the long struggle to establish democracy, as a clear expression of public will arrived at through dialogue. We will, therefore, fully incorporate this charter into the Constitution as a schedule or in another appropriate manner.
3. We will not raise any question in any court regarding the validity and necessity of the July National Charter 2025, and we will ensure legal and constitutional protection at every step of its implementation.
4. We will accord constitutional and state recognition to the people’s 16-year continuous struggle to establish democracy, human rights and the rule of law — and especially to the historic significance of the unprecedented mass uprising of 2024.
5. We will provide for trials of all killings carried out during the 16-year fascist Awami struggle in pre-uprising Bangladesh and during the July-August 2024 mass uprising by certain members of the fascist Awami League and allied law enforcement; state honors for the martyrs; and appropriate assistance to the families of the martyrs and to those injured in July — including state recognition, monthly stipends, treatment and rehabilitation for wounded July heroes, as well as legal immunity, protection of fundamental rights and security for the families of the martyrs and the injured heroes.
6. To implement the decisions on reforms recorded in the July National Charter 2025 covering Bangladesh’s overall state system — the Constitution, the electoral system, the judicial system, public administration, the police system and the system for combating corruption — we will undertake the necessary amendment, addition, modification or repeal of the Constitution and existing laws, enactment of new laws, and necessary amendment or modification of existing rules and regulations.
7. The interim government and other competent authorities will fully implement, without any delay, those decisions taken under the July National Charter 2025 that can be implemented immediately on the basis of consensus.
