TEHRAN — Iran has put forward a 10-point proposal aimed at ending the war, as the deadline for possible new US strikes approaches.
Iranian state media reported that the proposal was conveyed to the United States through Pakistan.
In the proposal, Iran demanded guarantees against any future attacks on its territory, an end to Israeli military operations against Hezbollah in Lebanon and the removal of all economic sanctions. In exchange, Tehran said it would lift its blockade of the Strait of Hormuz.
Under the proposal, Iran would collect a fee of about $2 million from each ship passing through the Strait of Hormuz, with the revenue shared with Oman. The proceeds would be used to rebuild war-damaged infrastructure, the proposal said.
US President Donald Trump said the proposal was significant but not enough. “It is an important proposal, but it is not sufficient,” he said.
Trump has recently warned that if the Strait of Hormuz is not reopened within the deadline, the United States will conduct extensive air strikes on Iran’s critical infrastructure.
At a White House news conference, Trump said new strikes could be launched after 8 p.m. Tuesday and would cause long-term damage to Iran.
Analysts said that attacks on civilian infrastructure could be considered a war crime under international law.
Iranian state media reported that the proposal emphasizes a permanent end to the war rather than a temporary cease-fire. It also includes a protocol to ensure safe navigation through the Strait of Hormuz.
On March 24, the United States sent a 15-point proposal through Pakistan, which Iran rejected. Iranian Foreign Ministry spokesman Esmail Baghaei called that proposal “unreasonable.”
With both sides taking hard-line positions, the prospects for a quick resolution remain uncertain, observers said.
