DHAKA — The government is moving to give the Non-Government Teachers’ Registration and Certification Authority (NTRCA) sole power to recommend the appointment of heads at private educational institutions, officials said.
The Secondary and Higher Education Division of the Ministry of Education has formed a committee to grant NTRCA the authority to recommend headmasters and principals at junior secondary, secondary, higher secondary and degree-level institutions.
“The ministry has formed a committee. Further action will be taken after the committee’s report,” Mohammad Mizanur Rahman, additional secretary (secondary sub-division-2) at the Secondary and Higher Education Division, told reporters.
Khandoker Ehsanul Kabir, chairman of the Dhaka Education Board and head of the Inter-Education Board Coordination Committee, said headmasters, assistant headmasters, vice principals and principals would be appointed through NTRCA, in the same way teachers are now recruited.
“Earlier, school managing committees made these appointments. Committees secured their own benefits and hired unqualified people. With NTRCA’s recommendation, the most qualified candidate will be appointed principal,” Kabir said.
Ministry sources said allegations of corruption and mismanagement in the appointment of principals, headmasters and assistant headmasters have persisted for years. Managing committees have repeatedly been accused of trading these posts for money. Parents and rank-and-file teachers have demanded that NTRCA take over the appointments.
The decision to route appointments through NTRCA was taken at a meeting on Wednesday, Sept. 3, ministry sources said. A committee has been set up to determine the selection procedure and other processes, with the option to co-opt additional members.
