The Anti-Corruption Commission (ACC) has sought complete information and records on the recruitment, promotion and transfer of officials and staff at the Ministry of Youth and Sports during the tenure of former adviser Asif Mahmud Sajib Bhuiyan. The commission has also requested records related to the granting and cancellation of current charge and postings for 38 upazila youth development officers.
The request, signed by ACC Deputy Director and inquiry team leader Md Zahid Kalam, was sent to the youth and sports ministry secretary Thursday. The letter asks that the requested information and records be sent to the ACC by Sept. 10.
A senior ACC official confirmed the information.
The letter states that a four-member team has been formed to investigate allegations of corruption and irregularities against former adviser Asif Mahmud Sajib Bhuiyan, then-Youth and Sports Ministry secretary Md Mahbub-ul-Alam, joint secretary Sheikh Mohammad Zobaed Hossain and deputy secretary Md Masum Ahmed.
For the purposes of a proper inquiry, the ACC has requested five categories of information and records from the ministry, including information and records related to the recruitment, promotion and transfer of officials and staff at the Ministry of Youth and Sports during Asif Mahmud’s tenure.
It has also requested certified copies of transfer-related records based on Public Administration Ministry memos dated May 7, 2025, and April 18, 2026.
The ACC letter, citing three separate memos, also requested certified copies of records related to the granting, cancellation and posting of current charge for 38 upazila youth development officers. The inquiry team has additionally requested certified copies of the personal records of several field-level assistant upazila youth development officers under the Ministry of Youth and Sports.
The ministry has also been asked to send the relevant rules and supporting records along with the documents requested by the ACC.
Earlier, on Wednesday, the ACC announced it had begun an inquiry into corruption allegations against Asif Mahmud and three others. The allegations include taking bribes in connection with the promotion and transfer of upazila youth development officers and assistant upazila youth development officers, and irregularities in tenders and procurement through a syndicate.
According to the ACC, the allegations include taking 7.6 million taka in bribes for the cancellation and posting of current charge for 38 upazila youth development officers, 10.5 million taka for the promotion of 150 assistant upazila youth development officers, and roughly another 20 million taka for arranging preferred postings after promotion.
