For French companies, Saudi Arabia is emerging as more than just a domestic market — it is becoming an important hub for expanding business across the Middle East and the wider region. The kingdom is working to establish itself as a base for manufacturing, technology, exports and regional management.
Under Saudi Arabia’s “Vision 2030,” the country is developing various sectors, including industry and technology, beyond its oil-dependent economy. By the end of 2025, the number of factories in the country had reached 12,946. That year, 1,660 new industrial licenses were issued, with a potential investment value of roughly €17.1 billion, while 1,201 factories went into production during the same period.
The country currently has 36 industrial cities and more than 700 ready-built factories. Four special economic zones offer eligible investors a 5% tax rate for up to 20 years. The Saudi Industrial Development Fund can also finance up to 75% of the cost of eligible projects.
French companies including Schneider Electric, Vallourec and Tarkett are already expanding their industrial operations in Saudi Arabia. Tarkett has also established a joint venture for manufacturing in Jeddah.
Saudi Arabia is also strengthening its position in exports. In 2025, the country’s non-oil exports and re-exports reached €83.4 billion, reaching more than 180 countries. Commitments for more than €85.6 billion in investment in the transport and logistics sector are in place through 2030.
Riyadh is also being developed as a hub for regional headquarters. Under the Regional Headquarters Program, more than 750 companies have established operations in the capital, including 39 French companies. Qualifying institutions can receive tax benefits for up to 30 years.
French investment is also growing rapidly. French direct investment in Saudi Arabia stood at roughly €16.3 billion in 2024, having doubled over three years.
For French companies, Saudi Arabia is no longer simply an investment market — it is gaining importance as a larger regional business and export hub connected to Asia, Africa and Europe.
