Bangladesh to draft pool of retired teachers to fill classroom gaps

DHAKA — Bangladesh’s Education Ministry has directed officials nationwide to compile lists of retired and physically able teachers who can be hired temporarily to address a shortage in private secondary institutions, according to a letter signed by Shirin Akhtar, senior assistant secretary of the ministry’s Private Secondary-1 branch.

The letter, sent to all deputy commissioners, upazila nirbahi officers (UNOs) and the director general of the Directorate of Secondary and Higher Education, said classroom instruction has been disrupted by a shortage of teachers at private institutions and delays in recruitment by the Non-Government Teachers’ Registration and Certification Authority (NTRCA).

The ministry said the pool of retired teachers will be formed upazila by upazila to ensure smooth classroom teaching and quality education. Managing committees, governing bodies or ad-hoc committees will approve appointments from the pool on the advice of UNOs.

Deputy commissioners have been asked to take the steps needed to form the pool in each upazila with retired and physically able teachers from that subdistrict.

The ministry said managing committees, governing bodies or ad-hoc committees can hire teachers from the pool temporarily on a UNO’s recommendation. Honoraria will be paid from institutions’ own essential-expenses budgets, and the director general of the Directorate of Secondary and Higher Education in Dhaka has been asked to issue the necessary instructions.

Education and Primary and Mass Education Minister Dr. A.N.M. Ehsanul Haque Milon said retired teachers from schools, colleges and madrasas could also be made chairs of the managing committees or governing bodies of private institutions.

He spoke as chief guest at an event at the auditorium of Azimpur Government Girls’ School and College in Dhaka.

“A commission of retired teachers could be set up. From there, chairs of school, college and madrasa managing committees across the country could be selected, which would further improve the education system,” Milon said. “No formal decision has been made yet. It is under process. But if it can be done, it would be very good. We are trying.”
