Turkey has announced a new 2026-2030 action plan to establish itself as one of the world’s leading artificial intelligence (AI) hubs. The roadmap aims to achieve technological self-sufficiency and expand the use of AI-based innovative solutions across various strategic sectors.
President Recep Tayyip Erdogan signed a circular on the 2026-2030 Turkey AI Action Plan on Tuesday, which was subsequently published in the country’s official gazette. Coordinated by the Ministry of Industry and Technology, the action plan sets new direction for the country’s AI-based development, aligned with technological sovereignty and sustainable digital transformation.
The action plan is built around four core pillars: awareness-building, adoption, production, and governance. Through these, the country aims to build a reliable and robust AI ecosystem.
AI training for 5 million citizens
Under the plan, the goal is to provide AI training to 5 million citizens across Turkey’s 81 provinces within the next two years. Alongside this, a national talent-development program has been launched to produce 10,000 senior AI specialists and 100,000 AI-applying professionals.
The government plans to prepare at least 2,000 public datasets. At the same time, an initiative has been launched to build a legal and ethical framework for AI use to protect users’ rights.
Computing capacity to be increased
The plan sets a target of raising the country’s total installed data-center computing capacity to 1 gigawatt by 2030. There are also plans to allocate 20 million GPU-hours to support researchers, startups, and small businesses in AI-based research and innovation.
Government institutions have also been directed to spend at least 2 percent of their investment budgets on AI projects. Pilot AI-based projects have already been launched in priority sectors including health, energy, and smart manufacturing.
There are also plans to establish AI growth zones by taking advantage of accessible energy and infrastructure at universities and other campuses. A decision has been made to set up an AI research fund and growth fund to finance domestic initiatives. Turkish developers will be encouraged to build their own sector-specific language models and robotics technology and export them to international markets.
Goal to attract $10 billion in investment
Under the new action plan, Turkey has set a target of attracting at least $10 billion in private-sector-led AI and data-center investment. The country also plans to play an active role in AI-related discussions at international platforms such as the OECD, G20, and the United Nations.
To expand AI cooperation at the regional level, an initiative has also been launched to build a shared large language model (LLM) for Turkic-language countries. There are also plans to launch regulatory “sandboxes” in at least five priority sectors.
Turkey’s Minister of Industry and Technology, Mehmet Fatih Kacir, said AI is now becoming a new determinant of economic prosperity and national sovereignty. That is why, he said, Turkey has decided to take a leading role in this global transformation rather than remaining a spectator.
He said Turkey wants to build trustworthy AI products and services aligned with its own values, and develop the capacity to deploy them widely across various strategic sectors. Through this, the country aims to make the fullest possible use of AI’s potential, both for its own prosperity and for the wider welfare of humanity.
