Education Ministry plans new measures to curb school bullying

The Education Ministry has planned new measures to improve secondary education, expand technology-based learning and protect students’ mental health, including initiatives against bullying and gender-based violence.

Under the Directorate of Secondary and Higher Education’s Learning Acceleration in Secondary Education project, the plan includes a mobile application for learning assessments and a modern learning-management system, according to the project’s annual procurement plan published Tuesday.

The director general of the directorate, Prof. Dr. Khan Moinuddin Al Mahmud, approved the plan on Aug. 2, the document said.

The World Bank-funded project estimates spending 33 crore 25 lakh taka across 12 service packages. It prioritizes digital education, mental health, prevention of gender-based violence, climate change and technology-based training.

The largest allocation, 7 crore taka, is for a two-year national student assessment program. Another 6 crore taka is planned for a learning-management system for the directorate, with implementation scheduled through June 10, 2028.

The plan also sets aside 3 crore taka for a student learning-assessment mobile app, 3 crore 25 lakh taka for television campaigns on mental-health services and bullying prevention, and 2 crore taka for studies on mental-health support and preventing gender-based violence.

It proposes 2 crore taka to assess multimedia classrooms and ICT training needs using artificial intelligence, 80 lakh taka to evaluate a pilot vocational-course program in 640 schools and madrasas, and 1 crore 50 lakh taka for research on climate change’s impact on secondary education.

Other proposed spending includes 4 crore 20 lakh taka for a national deputy team leader, 1 crore taka for national and international midterm reviews, 1 crore 50 lakh taka to rent three vehicles for the project implementation unit, and 1 crore taka for a financial-management specialist over 30 person-months.
