The UK-based human rights group Amnesty International has warned that Israeli forces are ordering the forcible mass displacement of people in Lebanon. According to the group, this amounts to a “war crime” under international law.

In a statement, the group said: “The forcible displacement of civilians in parts of southern Lebanon and the refusal to allow them to return amounts to unlawful transfer, which is a war crime.”

The statement said: “The Israeli army has sharply increased its use of such orders. As a result, hundreds of thousands of people across Lebanon have been displaced.”

Kristine Beckerle, Amnesty International’s deputy regional director for the Middle East and North Africa, said: “Without uprooting communities and declaring vast areas of Lebanon off-limits to civilians, Israeli forces must withdraw immediately from Lebanese territory.”

According to the group’s statement, one day after the previous ceasefire took effect — that is, on November 28, 2024 — the Israeli military declared about 4.6 percent of Lebanon’s territory a no-entry zone.

It added that, just three days after the ceasefire declaration of April 17, 2026, this restricted area was expanded to about 6 percent of the country and designated a “forward defense” zone. The residents of several villages that were home to thousands of civilians were also ordered not to return.

Lebanese officials said Israel had been carrying out extensive attacks on Lebanon since March 2. Since then, Israeli attacks have killed more than 3,800 people in the country, the officials said, and more than 1 million people have been displaced.
