Iran could get $300 billion reconstruction fund under US deal

If a final agreement is signed between the United States and Iran, a reconstruction fund of roughly $300 billion could be set up for Iran.

The New York Times reported that the money would be used to rebuild Iran’s damaged economy, industrial sector and key infrastructure such as roads and the power supply after years of conflict.

The Times of Israel said it would essentially be an international investment fund, potentially financed by several countries with the United States mediating its creation. If both sides agree on a draft memorandum of understanding, the fund would be discussed in detail during an initial 60-day negotiation period.

Several officials and diplomats, speaking on condition of anonymity, said the proposed draft includes not only an end to the war but also larger issues such as a US-Iran non-aggression pact under which neither country would attack the other. Mediators hope the deal will reach beyond bilateral ties to help maintain overall regional peace, potentially including an end to the ongoing war in Lebanon.

On the nuclear issue, Iran would agree not to build nuclear weapons and would suspend part of its nuclear programme during the talks. In return, the United States would pledge not to impose any new sanctions. The draft also calls for allowing Iran to keep exporting oil and petrochemicals and to permit limited commercial shipping; in exchange, Tehran has proposed letting US oil and energy firms invest in Iranian joint ventures.

As a basis for the talks, the draft framework also raises the possibility of releasing about $24 billion of Iran’s frozen assets held in foreign banks — though Tehran insists the money must be freed before substantive talks begin. Amid the diplomacy, Israel’s intensifying operations against the Iran-backed group Hezbollah have kept regional tensions alive. The second phase of talks will mainly decide the fate of the roughly 970 pounds of highly enriched uranium and 10 tonnes of low-enriched uranium that Iran holds.
