A case has been filed against Barguna Sadar assistant commissioner (land) Shaon Majumder Sumon, accused of forging the signature and official pad of national parliament deputy speaker Barrister Kaisar Kamal in an attempt to block his transfer and secure a desired posting in Dhaka.
The case was filed at Dhaka’s Sherebangla Nagar police station by Md Monir Hossain, director of the parliament secretariat’s public-relations sub-division-1.
Barguna Sadar AC (land) Shaon Majumder was made the main accused in the case, which also names several unidentified people.
According to the case statement, the government officer, Shaon Majumder, created a fake semi-official letter (DO letter) using the deputy speaker’s forged signature and the parliament secretariat’s official letterhead. According to the allegation, he used this forged document to try to get transferred to a place of his choice.
Documents show Shaon Majumder had been transferred from Barguna Sadar to Rangabali upazila in Patuakhali. The forged DO letter requested that the transfer order be cancelled and that he be posted as assistant commissioner (land) of Keraniganj upazila in Dhaka.
The whole matter came to light after the parliament secretariat examined the letter. On checking, it was confirmed that no such letter had ever been issued by the parliament secretariat.
The complaint said the deputy speaker’s signature, wording, layout and other security features used in the fake letter did not match the parliament secretariat’s genuine official records, and that the forgery was done to fraudulently influence the government’s posting process.
The complainant expressed fears that an organised forgery ring could be behind the incident, and demanded a broad and deep investigation to uncover the core mystery. To properly investigate, the authorities requested a digital forensic examination of the accused’s mobile phones, computers and email, identification of the source of the document’s printing, and a review of the suspects’ communication and financial-transaction records.
The case was filed under sections of the penal code relating to forgery, using a fake document as genuine, cheating and criminal conspiracy. As evidence, the authorities submitted with the case statement a copy of the fake letter, a sample of the parliament secretariat’s genuine letterhead pad and other necessary documents.
