ADP implementation rate hits record low of 67.52 percent

The implementation rate of the government’s annual development programme (ADP) in the just-ended 2025-26 financial year stood at 67.52 percent, the lowest in the country’s history to date. The total allocation in the revised ADP was Tk 2,08,935 crore 53 lakh. Against that, Tk 1,41,707 crore 80 lakh was spent. ADP implementation thus stayed below 70 percent for the second year running.

The figures were given in a monthly report titled “ADP implementation progress up to July-June 2026,” published by the Implementation Monitoring and Evaluation Division (IMED) on Thursday.

An analysis of IMED data shows that the ADP implementation rate has fallen steadily over the past five financial years. In 2021-22 the implementation rate was 92.74 percent. The following year it fell to 85.17 percent. In 2023-24 it was 80.63 percent, and in 2024-25 it came down to 68.18 percent. In the latest 2025-26 financial year it fell further to 67.52 percent. In other words, over a few years the development programme implementation rate has fallen by more than 25 percentage points.

In June, the last month of the financial year, Tk 40,308 crore 12 lakh was spent under the ADP, or 19.29 percent of the revised allocation. In the same period of the previous financial year, Tk 43,189 crore 10 lakh, or 19.91 percent, had been spent. That is, although there is a tendency to increase spending towards the end of the financial year, the amount spent in June this time was lower than the year before.

An analysis of the report shows that most ministries and divisions were slow to implement projects in the first half of the financial year. Although fund releases increased later, the desired progress could not be achieved because of land acquisition, tender processes, changes to project designs, delays in approving revised development project proposals (DPPs) and slow release of foreign loan funds. In many projects the allocated money could not be fully spent because of contractor complications and the failure to complete work on time.

IMED officials said administrative instability after the political change in the 2024-25 financial year had a negative effect on ADP implementation. Many project directors and contractors withdrew from ongoing development projects at that time. This disrupted the work of various initiatives and made it impossible to carry implementation forward on schedule. For these reasons, ADP implementation in 2025-26 fell further to the lowest level in history.
