Government moves to recruit 100,000 health workers

An initiative has been taken to urgently recruit staff for vacant grade 13-to-16 posts at the country’s health institutions. The Directorate General of Health Services’ (DGHS) administration branch has directed relevant officials at all health institutions nationwide to take the necessary steps on this. All health institutions have also been asked to send monthly progress reports on recruitment, in a prescribed format, to DGHS by the 5th of each month, both as a hard copy and by email.

The information was disclosed in a recent DGHS letter, copies of which were sent to relevant officials.

The letter said that, based on a decision at the Health Services Division’s monthly coordination meeting held on July 14, officials are being informed that the election manifesto of the party that received the greatest public support in the 13th national parliamentary election has become a national-level commitment. In that light, and per the current prime minister’s directive, the necessary steps have been taken, in line with the election manifesto, to recruit 100,000 health workers to fill staffing shortfalls across all institutions under the Ministry of Health and Family Welfare. All health institutions nationwide under the Health Services Division of the Ministry of Health and Family Welfare are therefore specifically requested to take the necessary steps to recruit staff for grade 13-to-16 vacancies as outlined.

Recruitment should proceed through promotion under the Non-Medical Staff Recruitment Rules, 2018, and through direct recruitment, to urgently fill all vacant posts (grades 13 to 16).

For health institutions where a recruitment notice was issued and applications accepted before the current government took office (that is, up to February 10), but where the recruitment process could not be completed, those institutions should obtain clearance for further vacancies, issue recruitment notices, and complete the recruitment process by coordinating with the applications already received.

For health institutions where complications (litigation, administrative issues) exist around filling vacant posts from before the current government took office (up to February 10), steps must be taken to resolve those complications quickly.

Under the Non-Medical Staff Recruitment Rules, 1985, several health institutions under civil surgeons’ jurisdiction, including divisional offices, have grade-13 head-assistant posts. However, because these posts fall under grade 14 in the Non-Medical Staff Recruitment Rules, 2018, complications have arisen around promotions. Head assistants, senior-grade assistants and equivalent post holders currently working at grade 14 should therefore be given the necessary current-charge postings, at their existing pay, to fill vacant grade-13 posts.

All health institutions are requested to send monthly progress reports on recruitment, in the prescribed format, to the director of DGHS’s administration branch by the 5th of each month, as a hard copy and by email to hrm@ld.dghs.gov.bd.
