DHAKA — The interim government has formed the National Pay Commission, 2025, to set a new salary structure for government officials and employees. A notification on the commission’s formation was issued Sunday.
Former finance secretary Zakir Ahmed Khan has been appointed chair of the commission, which has been asked to submit its report within the next six months.
The commission will consider the following matters when framing its recommendations: (a) the cost of living of a family of up to six members including parents; (b) education and healthcare expenses for up to two children; (c) the country’s economic growth, the government’s resource position, and the resource needs of the administrative and security systems.
(d) the income and expenditure position of the relevant agencies and institutions; (e) the means of providing the resources needed to reduce poverty and achieving self-reliance through coordination. The commission will also work on recruiting talented and skilled officers in public administration and on raising service quality by improving the skills and motivation of officials and staff.
How the commission will work
According to the notification, the commission will review the existing pay, allowances and other benefits of officials and employees (excluding workers) in government, semi-government, autonomous bodies, state-owned banks and financial institutions, government-funded universities and state-owned industrial enterprises, and will frame recommendations on the following.
(a) Setting a timely and appropriate pay structure for officials and employees.
(b) Setting a pay structure for specialized service holders.
(c) Working on fixing the pay structure where income tax on pay and allowances is paid directly by officers and employees covered under the national pay scale.
(d) Other non-pay benefits such as house rent, medical, transport, entertainment and deputation charges.
The commission will determine dearness, festival and entertainment allowances.
(e) It will determine the method of adjusting employees’ pay in line with inflation.
(f) It will set timely and appropriate pension and other retirement benefits.
(g) It will assess the quality of work of officials and employees (with that assessment reflected in the pay and allowance structure, and ration benefits rationalized accordingly).
(h) It will monetize direct-service entitlements such as telephone, car and mobile phone into financial benefits.
(i) Where any inconsistency is identified in the pay scale relating to higher grades and increments, it will frame recommendations to remove it.
