DHAKA — The National Consensus Commission has proposed giving the president direct authority to appoint the chiefs of the three armed services and the directors general of the Directorate General of Forces Intelligence (DGFI) and the National Security Intelligence (NSI). The commission discussed the proposal with political parties on Thursday afternoon.
Earlier on Wednesday, after a meeting with political parties at the Foreign Service Academy in the capital, Consensus Commission co-chair Professor Ali Riaz said the commission had given political parties a concept paper on the powers and duties of the president.
Under the current constitution, the president can act without the prime minister’s advice only on appointments to the offices of prime minister and chief justice. The Consensus Commission has proposed extending the president’s independent authority to several other appointments.
In addition to the service chiefs and the two intelligence heads, the commission has proposed that nine other appointments be placed directly in the president’s hands: the attorney general; the chair and members of the National Human Rights Commission; the chair and members of the Information Commission; the chair of the Bangladesh Press Council; the chair of the Law Commission; the governor of Bangladesh Bank; the chair and members of the University Grants Commission (UGC); the chair and members of the Energy Regulatory Commission; and the chair and members of the Bangladesh Telecommunications Regulatory Commission (BTRC).
Consensus Commission co-chair Ali Riaz said the proposals had been put to the political parties for their consideration.
