Referring to the chief adviser’s address, the letter said he had called for all preparations and institutional arrangements to begin immediately. Given that citizens were unable to vote for the past 15 years, it said, the chief adviser stressed that the upcoming election should be remembered as a day of great celebration.

The letter said the chief adviser had expressed hope that the election would be unforgettable for its festive spirit, peace and order, voter turnout, cordiality and sincerity. It also stressed the importance of using appropriate technology and conveyed the government’s commitment to providing full cooperation in holding a free, fair, peaceful and festive vote.
