BSEC seeks feedback on draft amendment to margin rules

The Bangladesh Securities and Exchange Commission (BSEC) has invited opinions, suggestions and objections from all concerned parties on the draft amendment to the “Bangladesh Securities and Exchange Commission (Margin) Rules, 2025.”

In a press release, the BSEC said a notice was published in various national dailies on Monday, July 20, to collect feedback on the draft amendment, which has also been published on the commission’s website.

Written opinions, suggestions or objections have been requested within two weeks of the notice’s publication.

The BSEC said that, under the Securities and Exchange Ordinance, 1969 and the Bangladesh Securities and Exchange Commission Act, 1993, taking stakeholders’ opinions when framing or amending any rules is a normal and lawful process. The draft amendment was published for public consultation in that spirit.

The opinions, suggestions and objections received will be reviewed carefully, the commission said. After necessary revisions or refinements, the rules will be finalized and published in the official gazette.

The published draft amendment is only a proposal and not a final amendment, the BSEC said, so there is no reason to spread confusion based on incomplete information or misinterpretation.

According to the commission, the proposed amendment aims to make the existing rules simpler, more practical, user-friendly and effective. Taking stakeholders’ views into account, the rules will be framed to protect investors’ interests while helping ensure the overall development and stability of the capital market.

Urging all stakeholders to give constructive feedback, the BSEC said reviewing the draft with a proper understanding of the legal process would prevent unnecessary confusion or anxiety among investors.
