Israeli operations blamed for 56% of civilian deaths worldwide in 2025

A large share of the civilian deaths recorded in countries around the world in 2025 occurred in Israeli military operations. According to the Explosive Weapons Monitor, a total of 22,600 civilians were killed across 65 countries that year. Of those deaths, 56 percent were attributed to Israeli operations.

The report said the number of civilian deaths fell by 21 percent compared with 2024. The decline was linked to ceasefires in some areas. But the monitor said the overall toll remained very high and a cause for concern.

The report also said weapons launched from aircraft caused the most damage. Such attacks inflicted heavy losses on civilians and on much of the general infrastructure.

The worst-affected countries included Congo, Ethiopia, Iran, Iraq, Lebanon, Myanmar, Palestine, Somalia, South Sudan, Sudan, Syria, Ukraine and Yemen.

The report added that most of the attacks were carried out by the national armed forces of various countries, while some were carried out by armed groups. Schools, hospitals and humanitarian aid centers were also hit in many attacks, putting ordinary people’s lives at even greater risk.
