The administration of US President Donald Trump is considering imposing a $100,000 fee on foreign students who want to work in the United States after finishing their studies. If enacted, the step could have a major impact on international students, US universities and technology firms.
The Wall Street Journal reported on Thursday, citing people familiar with the matter, that the administration was considering attaching the fee to the Optional Practical Training (OPT) program, which lets foreign students work in the US for one to three years on a student visa after graduating from a US university.
If the proposal is implemented, it could affect both universities that rely on attracting foreign students and Silicon Valley and Wall Street firms that hire international graduates for technical roles. According to the latest data, about 419,000 foreign nationals were working in the US under the OPT program in 2024.
Last September, the Trump administration announced a $100,000-a-year fee for H-1B visa applications for highly skilled foreign workers, but a US appeals court stayed that decision last week.
The report said the new OPT fee proposal was still under discussion at the US Department of Homeland Security, and that no final decision had been made on whether the White House would approve it or whether students or their prospective employers would pay.
