The government has placed Md. Golam Saklayen, a former additional deputy commissioner (ADC) of the Detective Branch of Dhaka Metropolitan Police and now an additional superintendent of police at the In-Service Training Centre in Jhenaidah, into compulsory retirement.
An additional secretary at the Home Ministry’s discipline wing, Kazi Mohammad Saiful Islam, confirmed to Jugantor that the notification was issued on Thursday (June 18) evening.
The notification said that Md. Golam Saklayen, an additional superintendent of police at the Jhenaidah In-Service Training Centre and a former ADC, established an ethically improper close relationship with actress Pori Moni outside his official duties while serving in the Detective Branch’s Gulshan division, despite being a responsible Bangladesh Police officer.
The notification said that, despite being married and the father of one child, he established an extramarital, illicit relationship with Pori Moni, celebrated his birthday with her, and spent time at his official residence with her in the absence of his wife. The events, it said, were aired in various media outlets, damaging the government’s image.
On that basis, the notification said, a departmental case was filed against ADC Golam Saklayen on February 20, 2023 on a charge of “misconduct” under Rule 3(b) of the Government Servants (Discipline and Appeal) Rules, 2018, and a charge sheet and statement of allegations were sent to him asking him to show cause.
Saklayen applied for a personal hearing after responding to the charge sheet on March 19, 2023, and his personal hearing was held on the 28th of the same month.
The notification said that, after reviewing the show-cause response, the personal hearing and other relevant matters, an investigating officer was appointed on August 30, 2023 under Rule 7(2)(d) of the Government Servants (Discipline and Appeal) Rules, 2018 to investigate the charges and submit a report, given the possibility that, if proven, they could warrant a major penalty.
The investigating officer submitted an inquiry report against ADC Saklayen on December 12, 2023. The report concluded that the misconduct charges against him had been proven, the officer said. On that basis, a second show-cause notice was served on him on February 8, 2024 under the government servants rules, and ADC Saklayen replied to the second show-cause notice on March 10, 2024.
According to the notification, after reviewing the reply to the second show-cause notice, the inquiry report, the gravity of the offence and other relevant matters, the misconduct charges against ADC Saklayen were found proven, and a preliminary decision was taken to impose the major penalty of “compulsory retirement” from service under the government servants rules.
On that basis, when the Bangladesh Public Service Commission was asked under the Government Servants (Discipline and Appeal) Rules and the Bangladesh Public Service Commission (Consultation) Regulations to advise on imposing the major penalty, the commission advised that the major penalty of compulsory retirement from service could be imposed on him.
The president, as the appointing authority, subsequently approved the imposition of the major penalty of compulsory retirement on June 17 this year.
Considering the gravity of the proven charges in the departmental case filed against ADC Golam Saklayen on a charge of “misconduct” under the Government Servants (Discipline and Appeal) Rules, he was given the major penalty of “compulsory retirement” from service under Rule 4(3)(b) of the same rules.
