The “special allowance,” or special increment, in place for government employees may be scrapped from July 1, 2026. That is because the government plans to roll out the ninth pay scale in phases from that date.
According to finance ministry sources, the new pay scale proposes raising the basic pay of government employees by up to 50 percent. With such a significant increase in the pay structure, the special allowance currently in place will be withdrawn and adjusted into the new pay scale.
At present, government employees in grades 10 to 20 receive a special allowance of 15 percent of basic pay. Officers in grades 1 to 9, meanwhile, receive a 10 percent special allowance.
Sources said that after the new pay scale takes effect, the basic pay of employees in grades 10 to 20 will rise by about 35 percent. At the same time, the pay of officers in grades 1 to 9 will rise by about 40 percent. As a result, there will be no need to retain the existing special allowance, and it will be scrapped.
