BIDA, BEZA and PPPA merge to form ‘Invest Bangladesh’

The Investment Development Authority (BIDA), the Economic Zones Authority (BEZA) and the Public-Private Partnership Authority (PPPA) have formally merged to create the Invest Bangladesh Authority, which has now officially taken effect. The new investment-development body has begun operations.

The government published a gazette notification for the Invest Bangladesh Act, 2026, on Thursday. It said the government, exercising powers under sub-section (2) of section 1 of the act, has made the law effective from August 20.

The notification was signed, on the president’s order, by A B M Abdus Sattar, principal secretary to the prime minister.

The new authority’s full organizational structure, along with the formation of its various wings and teams, will be completed in phases, said Nahian Rahman Rochi, executive member and business development head of the now-dissolved BIDA.

He said that with the gazette now in effect, all activities will be carried out under the name Invest Bangladesh going forward, and that forming new teams and wings, along with the rest of the work, will begin in stages.

Rochi said officials were pleased that Invest Bangladesh had emerged after months of work. Investors had long demanded a single front desk for all investment-related services, and that demand was the origin of this initiative.

He said the goal is to turn Invest Bangladesh into that single point of contact, giving investors more coordinated, seamless and reliable service.

Responsibilities

Under the new law, Invest Bangladesh will function as a statutory body headquartered in Dhaka. With government approval, the authority can open branch offices across the country and liaison offices abroad.

The authority will have a chairman and seven members to run its regular operations, with the chairman serving as chief executive.

Among the new body’s key responsibilities will be identifying investment opportunities, promoting to attract domestic and foreign investment, removing obstacles to investment, and coordinating with relevant ministries and agencies.

Assets and staff transferred

Under the merger, the existing assets, records, contracts, liabilities and other matters of BIDA, BEZA and PPPA will be transferred to Invest Bangladesh. Officials and staff of these organizations will also work under the new authority.

The new authority is intended to further integrate services for investors and take steps to reduce obstacles to investment. With the publication of the gazette, the long-running process of merging BIDA, BEZA and PPPA has now formally taken effect.
