Pay commission proposes near-doubling of government salaries

DHAKA — A 23-member pay commission led by former finance secretary Zakir Ahmed Khan has submitted a full set of recommendations to raise the salaries and allowances of government employees, in a plan that could more than double current pay if adopted.

The chief adviser’s press wing said the government currently spends 131,000 crore taka on 1.4 million civil servants and 900,000 pensioners. Implementing the commission’s proposal would require an additional 106,000 crore taka, the press wing said.

Separate pay commission reports have also been prepared for the judicial service and the armed forces, alongside the civilian service report.

A 10-member high-level committee headed by the cabinet secretary has been formed to analyze the three reports in detail and draw up an implementation roadmap. The committee will make the final recommendation on rolling out the new pay structure in three phases.

The commission’s report proposes raising the minimum basic salary from 8,250 taka to 20,000 taka, and the maximum basic salary from 78,000 taka to 160,000 taka. The proposed structure represents pay increases of 100 percent to 140 percent. The ratio between the lowest and highest salaries would narrow to 1:8 from the current 1:9.4. The commission has recommended retaining the existing 20 grades despite the scale of the increases.

The new structure also seeks to compress the gap between senior and junior staff. In addition to the 20 grades, the commission has recommended creating a separate special tier for the cabinet secretary, the principal secretary at the prime minister’s office and senior secretaries. That tier will be announced later by gazette notification.
