Whether MPO-listed teachers and staff at non-government schools and colleges get their pay and allowances under the new pay scale now depends on the Ministry of Finance. The Ministry of Education has nothing more to do on the matter, sources concerned said.
Several senior officials of the two ministries told the media that MPO-listed teachers and staff will also be paid under the new pay scale. The secretaries of the two ministries have discussed it several times. But because the pay of teachers and staff at madrasas and technical institutions has to be calculated by hand, they may have to wait longer for the new scale.
According to the sources, MPO-listed teachers and staff may not get pay under the new scale until December, and in some cases it could slip to January next year. Everything depends on the work of the Finance Division of the Ministry of Finance.
A senior education ministry official, speaking on condition of anonymity, told the media: ‘MPO-listed staff will also be paid under the new pay scale. But it is no longer in our hands; it is with the Finance Division. From the time the Finance Division issues a separate gazette, teachers and staff will be paid under the ninth national pay scale.’
How to calculate arrears under the new pay scale
Since the new 2026 pay scale took effect, government employees have been keen to know how much they may be owed in arrears from 1 July 2026. To make the calculation easier, an HTML calculator form has been made. Entering the grade and two basic pay figures gives the new basic pay, the adjustment of special benefit and house rent, and a statement of three months’ arrears.
However, the accuracy of the pay steps for every grade of the new scale shown in the calculator could not be confirmed. To check the reliability of the result, the ‘scale table’ section below the calculator should be compared with the original gazette, SRO No 347-Law/2026. The house rent allowance rate should also be checked against the relevant pay slip.
It is not an official pay fixation system, only an informal aid to calculation. Final pay will be determined through the iBAS++ system.
How to fill in the calculator form
Personal details: enter name, designation and the name of the office or institution. These appear at the top of the printed statement, but the calculation works even if the boxes are left blank.
Grade: choose from the list the grade under the 2015 pay scale in which you were serving on 30 June 2026.
Basic pay on 30 June: select your basic pay on 30 June 2026 from your pay slip. If your figure is not on the list, choose the ‘enter another figure’ option and type it in.
Basic pay on 1 July: enter the basic pay you received in July on the old scale, including the annual increment.
Workplace and house rent: select your workplace to set the house rent rate, which changes automatically. It can be corrected if needed to match the rate on your pay slip.
Months of arrears: three months, July, August and September, are selected at first. Anything from one to six months can be set as needed.
Annual increment: if you had not completed six months of service by 1 July 2026, untick the annual increment box.
Optional details and the statement
If the house rent or special benefit on your pay slip differs from the calculator’s figure, the actual amount can be entered in the optional box. If you know your new basic pay from iBAS++ or the gazette, you can enter that too, and the calculator will use it.
As soon as the required details are entered, a statement is produced below. It shows the steps for fixing the new basic pay and the basic pay due in the first phase. According to the information given, 50 percent of the increase for grades 10 to 20 and 40 percent for grades 1 to 9 is shown as the basic pay due in the first phase.
The monthly calculation includes the difference between the basic pay due and the basic pay received, the house rent due on the basis of the 30 June basic pay, and an adjustment for house rent drawn on the basic pay received. It also deducts the abolished special benefit of 10 or 15 percent. The calculator’s result should not, however, be treated as the final pay calculation. For an accurate figure, check the original gazette, the relevant pay slip and the official pay fixation system.
