No budget given by any government will be effective unless honesty, transparency and accountability are ensured, Jamaat-e-Islami ameer Dr Shafiqur Rahman has said. Good governance must be established at every stage of budget formulation and implementation if public welfare is to be ensured, he said. He spoke as chief guest at the party’s “People-Oriented Budget 2026-2027 Proposals” event at the Al-Falah auditorium in the capital’s Moghbazar on Tuesday (9 June).
The Jamaat ameer said: “It is because we love the country that we are presenting before the people our thinking on what a budget should be, in light of the people’s expectations and needs. This is not a final budget but a pre-concept or proposal.” Dr Shafiqur Rahman said the people of the country have long hoped for justice, a discrimination-free society and economic emancipation, but repeated political promises have largely gone unimplemented — leaving people frustrated and driving them into movements for change at various times. On the proposal’s aim, he said it is not a party budget: it is being prepared with the welfare of the country’s 180 to 200 million people in mind, and the government may adopt the positive elements if it wishes — but the precondition for implementation is honesty, transparency and accountability.
On the current political situation, he said unwarranted political interference has become visible across financial, political, institutional and constitutional spheres: irregularities and influence-peddling in the central bank, the banking sector, insurance and various corporations are weakening the economy’s foundations. The capital market is already in crisis, he said, and if the banking sector also falls into risk the economy will face still greater danger. Dr Shafiqur Rahman said that if the fiscal year were aligned with the calendar year instead of July-June, the rush to implement development projects would ease and the scope for waste and corruption in the name of year-end ADP spending would shrink. Expressing dissatisfaction over supplementary budgets, he said presenting them at the year’s last moment blunts the effectiveness of parliamentary review — bringing them to parliament earlier, as the rules provide, would ensure real accountability over the spending of public money.
