Arrest warrant issued for former Magura SP over promise-of-marriage case

A tribunal has issued an arrest warrant for Additional DIG Mohammad Zahirul Islam, a former superintendent of police for Magura, in a case alleging a sexual relationship on the promise of marriage. Zahirul is currently on special duty as an additional DIG in Dhaka.

The judge of the Women and Children Repression Prevention Tribunal-1 of Dhaka, Muntasir Ahmed, passed the order after a hearing at noon on Monday. The complainant’s lawyer, Md Azmat Hossain, confirmed the information.

A woman filed the case at the Women and Children Repression Prevention Tribunal in Dhaka on 20 May. The tribunal then took the case on record and directed that a judicial inquiry be conducted and a report submitted.

According to case documents, the investigating officer submitted an inquiry report on 14 July finding the allegations against the accused to be true. Today had been set for a hearing on accepting the inquiry report in the presence of the accused. As the accused was absent at the hearing, the tribunal took the report on record and issued an arrest warrant.

The complaint says the accused met the complainant in January 2021 while serving as superintendent of police for Magura. The accused called the woman to his office on various pretexts and built up a personal relationship. At one stage he gave an assurance and a promise that he would divorce his former wife and marry her.

The case further says that on 14 February 2021 he formalised the relationship at the government bungalow in Magura by putting a nose stud on her. Later, on 8 March the same year, when the woman fell ill and was admitted to a hospital in Dhaka, the accused arranged her treatment by identifying himself as her husband. At that time and on various later occasions he had sexual relations with her on several occasions at the government bungalow and the office rest room in Magura and at the woman’s home in Dhaka, on the promise of marriage. Even after the accused was transferred to police headquarters in Dhaka, the complaint says, he continued the relationship with the assurance that he would marry her after divorcing his wife.

The complaint states that when the woman pressed him about marriage on 13 July 2025, the accused refused to marry her and threatened to harm her if she took legal steps over the matter.

The complaint says the woman also lodged a written complaint with the inspector general of police (IGP) on 13 July last year and filed a general diary (GD) at Bhatara police station on 15 July. When an attempt at a settlement through relatives failed, it says, the accused again refused to marry her and threatened her in front of the district judge’s court in Dhaka on 15 March this year.
