The government has appointed as deputy commissioner (DC) of Cumilla an officer who was once penalised for corruption. The officer, a deputy secretary at the Ministry of Civil Aviation and Tourism, is named Rozy Akter.
The Ministry of Public Administration issued the transfer and posting order through a notification on Sunday (28 June).
Ministry of Public Administration sources said that while serving as upazila nirbahi officer of Damudya upazila in Shariatpur district, Rozy Akter faced a departmental case on charges of inefficiency, misconduct and corruption — under rules 3(a), 3(b) and 3(d) of the Government Servants (Discipline and Appeal) Rules 2018 respectively — for leaving her workplace without the permission of higher authorities, failing to attend training without permission, behaving discourteously with colleagues, performing official duties from her residence on the pretext of having no driver, and misappropriating Tk 1,58,000 of project funds.
As the charges against the officer were proven beyond doubt, a minor penalty of reprimand was imposed through notification No 595 of 29 December 2019. When the officer appealed to the president, the president graciously granted her appeal, and the minor penalty of reprimand was cancelled through notification No 318 of 29 September 2020.
When news that a penalised officer was being appointed as a deputy commissioner spread in the secretariat, it drew criticism of the government’s actions.
