Ninth pay scale to be scaled back amid fiscal pressure

The likelihood of implementing the earlier recommendations for the ninth national pay scale in full has diminished due to fiscal constraints. Amid pressure on revenue collection, budget deficits, debt repayment obligations and high inflation, the government is moving to scale back the proposed pay structure.

Multiple officials at the finance ministry and the public administration ministry said basic pay across various grades, along with house rent, medical and travel allowances and other benefits, is being reconsidered. While earlier recommendations called for pay and allowance increases of up to 100% to 142%, there is now no possibility of implementing that in full given the current situation.

Sources added that employees in grades 11 to 20 may see a comparatively larger increase in pay and allowances, while the secretary committee may recommend a comparatively smaller increase for grades 1 to 10. Implementing the changes in phases involves some technical complications around software, accounting, pension recalculation and pay adjustment, which the secretary committee is also working to address. The reconstituted secretary committee, led by Cabinet Secretary Nasimul Ghani, held its fifth meeting at the secretariat on Monday, where it was decided that the pay scale issue would not be rushed but would proceed through the prescribed administrative and legal process. Officials said the committee could submit its final recommendations to the Cabinet Division by the end of this July, after which the ninth pay scale would take effect following the prime minister’s approval, vetting by the law ministry, and finally publication in the gazette.
