Institutions with zero SSC pass rate could lose MPO status

No student passed this year’s SSC and equivalent examinations at 312 educational institutions. The list includes 226 madrasa-board institutions, 57 institutions under nine general education boards and 29 under the Technical Education Board. The Education Ministry has begun investigating why none of their students passed.

Show-cause notices have already been issued to the heads of the 226 madrasa institutions. District and upazila education officials are also holding the heads accountable, while education boards are calling them in person to explain the failures. Institutions may lose MPO benefits if they fail to show cause or provide satisfactory answers.

Most of the zero-pass institutions are MPO-listed but have very few students. Fewer than 15 candidates sat the examination at most; more than 100 institutions had only 5 to 7 candidates.

Officials say many schools and madrasas were established mainly to receive government grants. They lack infrastructure, do not hold regular classes and sometimes pay dropouts who failed at other schools to register as their own candidates. Neglect by teachers has contributed to the growing number of zero-pass institutions.

The Bangladesh Madrasah Education Board said heads of the 226 madrasas must appear in person with written explanations before examination controller Professor Md Faruk Ahmed. Dhaka and Mymensingh heads must attend on August 16, Rajshahi on August 17, Rangpur on August 18, Chattogram and Sylhet on August 19, Khulna and Cumilla on August 20, and Barishal on August 23.

District and upazila officials have begun issuing show-cause notices. Five schools in Thakurgaon had no successful candidate: all 24 candidates failed. District education officer Md Shaheen Akter said the heads must explain the result within two days and that further action would follow an investigation.

Of the 57 zero-pass institutions under the nine general boards, 18 are under the Dinajpur Board. Chairman Professor Elias Ahmed said some had only one, three or four candidates and that the institutions were in poor condition. They would be called in soon and action taken after discussion with the ministry.

Education Minister Dr ANM Ehsanul Haque Milan said action would be taken against institutions with a zero pass rate. He said it was unacceptable to receive MPO benefits while not having even one student pass.
